The two countries are turning their backs to each other to start a new tenser chapter in their relations.
Washington / Morocco Board News Service - A few weeks ago, Moroccan Army Senior Officer, General Abdelaziz Bennani was in Spain. The Moroccan General has met his Iberian counterparts; their topics of discussion were obviously kept secret. He had even attended joint military maneuvers, thus confirming the strong relationship between the two neighboring kingdoms.
"Ultimately, the relationship between the two armies, Moroccan and Spanish, is stronger than those between the two governments, ruling families or both," says Bernabe Lopez Garcia, a Spanish academic to the Moroccan daily, Al Akhbar Youm, on April 15th.
Rather strange for the two armies, yesterday sworn enemies who had fought so many battles. "The modern armies of both countries had in fact only known each other since 2004, when Morocco became a strategic ally of NATO, said Nabil Driouchi, a Morocco-Spain relations specialist. Before that, he says, the Spanish army was best known to the Moroccan side for its occupation of Northern Moroccan cities of Ceuta and Melilia. The Spaniards, meanwhile, had never forgotten the humiliation suffered by their troops in 1975, during the Moroccan “Green March " on Western Sahara. However, these military high-level interactions are covering up for political relations between Rabat and Madrid that have grown cold and frosty for some months already.
"Seen from Spain, said Nabil Driouchi, it is obvious that the honeymoon between the two capitals is well and truly over. In proposing Ahmedou Ould Souilem, a recent senior Western Sahara Polisario Separatist Defector, as ambassador to Madrid, Morocco has taken one step that normally it would not dare to take. Moreover, Spanish diplomatic sources have recently said they have reluctantly accepted the accreditation of the former head of the Polisario separatist Group, and without enthusiasm. They see this as a provocation. " Suffice it to say that we are now light years away from the enthusiasm that accompanied the arrival of the socialist prime minister, Jose Luis Rodriguez Zapatero to the Moncloa Palace, the seat of the Spanish government.
It was March 2004 and the young leader of the Spanish Socialist Party, PSOE, succeeded Jose Maria Aznar. Moroccan officials breathed easy. "Morocco has always had very good relations with the Spanish Socialists, unlike with their colleagues on the right. With The Former Prime Minister Aznar, the two countries came close to military confrontation because of the Leila/Persil Island, recalled the Iberian journalist Bernabe Lopez Garcia. In the aftermath, Morocco appointed a new ambassador to Madrid. And again, the choice was not trivial. Mr. Omar Azziman was indeed one of the prisoners of Mohammed VI, in addition to being a connoisseur of Moroccan-Spanish relations. "His appointment to Madrid was indicative of a Moroccan will to move forward, to overcome the mistakes of the past, from one side or the other. And it worked quite well as exchanges between the two countries, as well as visits by officials or businessmen have multiplied, "Nabil Driouchi said. But in the fall of 2007, thick black clouds soared again over the Moroccan-Spanish relations. For the first time since 1975, the King and Queen of Spain made an official visit to the occupied Moroccan enclaves of Ceuta and Melilia. King Mohammed VI was furious. Moroccan ambassador to Madrid was recalled for an indefinite period.
The Spanish provocation was a turnings point, "At this moment, says one observer, Morocco realized that it was being used by Zapatero for political purposes. From this incident, Morocco realized that it was dangerous to sign a blank check to the Spanish socialists. That all the socialists were not like former Spanish leader, Felipe Gonzales, a close friend of the late Moroccan King Hassan II.
On his return to his Madrid office, after two months of absence, Moroccan Ambassador Azziman gave an incendiary interview to a Catalan daily. He said, in essence, "now all the sensitive issues should be broached, “otherwise, I have nothing to do here. " Azziman was referring to the occupation of Ceuta and Melilia, a file that was tactically shelved by Morocco after the election of Zapatero. "From 2007, the entire diplomatic community in Madrid knew that Azziman was about to depart. Morocco had realized that there is nothing to expect from the government of Zapatero, held hostage by a public opinion that is hostile to Morocco.
Morocco had actually realized that it gave a lot without receiving much of anything in return except a big provocation from the king and queen of Spain "said Nabil Driouchi.
A lack of trust has developed between the two countries.
In late 2009, a new case further embittered the relations between Rabat and Madrid. All of Spain was mobilized for the return of the expelled Saharawi Separatist Aminatou Haidar her home in Laayoune. Behind the scenes, the Iberian officials even tried to bring the case before the European Commission, but France played blocker. In the U.S., Hillary Clinton, a supposed “friend of Morocco” spoke quietly and the case was settled without too much damage. "The Aminatou Haidar incident has reinforced Moroccan officials in their positions. They understood that their true allies were France and the United States. And Spain, even socialist, was at best unpredictable, and at worst hostile to the interests of the country, "notes Nabil Driouchi.
Meanwhile, Morocco got access to the advanced status with the European Union. Brussels, in a way, check mated Madrid. On the ground, Morocco is increasingly hindering its northern neighbor. The Port of Tangier-Med turned out to be a serious competition to Spain’s southern ports, in addition to slowly strangling the city of Ceuta economically. Further south, King Mohammed VI launched the construction of a large naval base that is becoming a concern to Spanish officials. And to make matters worse, the country of Juan Carlos is knocked down by a severe economic crisis that is undermining the famous Spanish economic model. "In fact, concludes Nabil Driouchi, Morocco has always had fluctuating relations with Spain. They often depend on who is the ruling party. “Today, it seems that the Morocco aims to build relationships between states, which is calmer and more logical. "
In a few weeks, Ould Souilem, who until recently was a senior advisor to the Western Sahara Separatist “president” Abdelaziz before he defected to Morocco, should resume his new position in Madrid as Moroccan Ambassador to Spain. Morocco’s economy saved itself from crisis, says IMF
RABAT: Morocco has suffered little from the global economic crisis due to an economy that is diversified and the rising information technology sector in the country, the International Monetary Fund Managing Director Dominique Strauss-Kahn said Wednesday.
“Countries with diversified economies, such as Morocco, have better resisted (the global financial crisis) and could have a strong rate of growth,” Strauss-Kahn said in an interview published on Wednesday by the Egyptian newspaper Al Ahram Hebdo.
“Morocco is a very good example. This country has successfully overcome the crisis. It will have a strong growth,” he said.
Strauss-Kahn added that among the problems in some African countries and other parts of the world is “having an economy insufficiently diversified or completely energy-based.”
Here in Morocco, government officials are confident that their efforts to create a new means of economic progress with alternative energy has shown that the costs of doing show are well worth it.
According to Yussif Said, a technology advisor to the government in Rabat, “we are moving forward on a number of local reforms and have given attention to the IT sector because we understand that through the Internet and our citizens, success will be had.”
He pointed how the IT sector has thrown its weight behind the massive $9 billion solar energy project that could see half of the country’s energy come from solar power by 2025.
“The IT firms are behind this initiative and show that we don’t have to focus on one sector over another,” he added.
The IMF boss said that “overall, Africa has overcome the crisis better than expected. Now we notice in most countries a return to growth.”

French car maker Renault moves to north Africa

Renault will open a new manufacturing unit in the northern Moroccan city of Tangiers-Méditerranée, where the French group plans to manufacture up to 400,000 affordable vehicles per year. The group has also been negotiating with the Algerian government since February in order to establish itself on the Algerian territory.
Renault wants to boost its competitiveness whilst improving its host countries’ employment sector.
Renault wants the North African market. Faced with an increasing number of international competitors producing vehicles at competitive rates whilst targeting local or regional markets, the French car maker is on its way to opening a new manufacturing plant in Morocco in less than two years. The group is also negotiating with Algerian authorities for a similar project in their country.
Currently under construction, the Tangiers-Méditerranée manufacturing plant, situated in the northern Morocco port city of Oued Rmel and not far from the enclave of Ceuta, will be open for business early 2012. Estimated to cost between 800 million and 1 billion euros, the plant will cover an area of 300 hectares, and eventually become the main manufacturing unit for Renault’s economy Dacia brand as well as a low cost version of their Kangoo utility brand.
Renault hopes to begin with an initial production of 170,000 vehicles per year. An annual capacity that is expected to hit an estimated mark of 400,000 cars. The vast majority of the vehicles will be sold on the local market and the rest exported. If everything go as planned, the manufacturing unit could also start building Logan, one of Renault’s high-end brand.
Algerian investment
Renault, however, does not intend to limit its north African expansion to only Morocco. Since February, the group has been holding talks with Algerian authorities to build another construction plant in Rouiba, a suburb of Algiers, the capital. The planned Algerian unit, which could cost tens of millions of euros in investment, would produce up to 50,000 vehicles per year and, as in the case of Morocco, will be directed towards the local market.
The Algerian unit will produce brands including the Logan, Sanderos and Symbol vehicles at low cost.
But Algiers is yet to give its go-ahead for the commencing of works. A go-ahead that may soon be announced following the thawing of relations between Paris and Algiers.
Renault is also expected to obtain approval from the Algerian interministerial investment committee, Comité national Algérien de l’investissement. Under Algerian law, the French group must enter into a partnership with a local partner, which should have a majority share, to become legal. Société nationale des véhicules industriels (SNVI), Renault’s Algerian partner, will in turn hand over the management of the site to the French group.
Facing strong competition on the international market, Renault was forced to part with a sizeable chunk of its property portfolio in order to quell its growing financial difficulties. And their North African strategy could see the company operating in a region with a high demand for low cost cars, whilst offering cheap labour at barely 20% of their wage expenditure in France, alongside a number of other fiscal benefits.
The French company will enjoy tax exemptions in Morocco , as a result of their Tangier-Med free zone status. The two north North African countries, on the other hand, are betting on benefiting from the project’s capacity to create jobs. The Tanger-Med manufacturing unit is expected to employ a minimum of six thousand people in Morocco.

Spending on industrial projects continue The Moroccan economy is showing some positive momentum after a difficult time reacting to global economic crisis. With demand from European consumers picking up, Morocco is beginning to tally some good news. Although there is some temptation to credit European consumers for this start of recovery, the biggest positive impact has no doubt been the excellent weather conditions that have had strong positive repercussion on farming.
Yet outside of agriculture, the positive revisions on global economic growth have given ways to a momentum of its own in Morocco. Upticks in activity in Morocco became palpable in the second half of 2009 as North American and European consumers expanded their purchases and businesses there braced for those changes. This positive momentum that began with improved sentiments and moved into actual commerce also positively affected other key sectors of the Morocco broad economy. Tourism receipts grew by 10.5% year on year in the first two months of 2010, while expatriate remittances also upped 7.4% in the same period.

It’s a long time, we have not considered African continent in terms of ICT development. So, today we’ve decided to explore Internet and e-commerce infrastructure of one of the African countries, Morocco located in North Africa, that’s known officially as the Kingdom of Morocco.
Morocco, that represents the fourth most populous Arab country, after Egypt, Sudan and Algeria.Morocco, is a constitutional monarchy with an elected parliament. It’s the world's third-largest producer of phosphorus and the price fluctuations of phosphates on the international market greatly influence Morocco's economy. Country's economy is considered a relatively liberal economy governed by the law of supply and demand. Since 1993, the country has followed a policy of privatization of certain economic sectors which used to be in the hands of the government
As for the ICT field, the country revealed significant expansion as well. So, Morocco appeared to be the first country in the region to install a 3G network. Notably, national communications sector already accounts for half of all foreign direct investments Morocco received over the past five years.
The internet was first introduced in Morocco in 1995 by ONPT, that used to be a Moroccan state-owned-industrial and economic institution. The body was in charge of all communications and telecommunications matters of Morocco.
At present, the main telecommunication company in Morocco is Maroc Telecom (IAM). The company is large employing around 11,178 people. has 8 regional delegations with 220 offices present on all the territory of Morocco. IAM is listed in both Casablanca Stock exchange and Euronext Paris. It’s controlled by Vivendi which has a 53% share of its capital.
IAM provides Internet connection across the country via its subsidiary company Menara, a principal Internet service provider in Morocco. The service started as a test in 2002 before it was launched in 2003. The company offers the following options:
• Menara ADSL 128 kbit/s (around €11)
• Menara ADSL 256 kbit/s (around €13)
• Menara ADSL 512 kbit/s (around €17)
• Menara ADSL 1 Mbit/s (around €26)
• Menara ADSL 2 Mbit/s (around €34)
• Menara ADSL 4 Mbit/s (around €52)
• Menara ADSL2+ 8 Mbit/s (around €69)
• Menara ADSL2+ 20 Mbit/s (around €78)
Since 2006, Maroc Telecom has been delivering Internet television package via the ADSL line, that appeared to be the first of its kind in Africa and the Middle East.
The other large national ISP is Méditel, headquartered in Casablanca. Meditel represents a multi service operator that delivers all kinds of consumer and business solutions using various technologies including GSM (900 MHz), WIMAX, GPRS. Besides, the company was among the first operators in the world to offer HSDPA mobile 3G+ internet solutions. The company has been ranked the 12th largest company in Morocco and employs close to 1000 people directly and more than 12 000 indirectly.
Méditel is now offering 3G in 3 different options:
• Méditel 3G+ 1.8 Mbit/s (around €20)
• Méditel 3G+ 3.6 Mbit/s (around €35)
• Méditel 3G+ 7.2 Mbit/s (around €60)
By the way, Maroc Telecom also offers 3G in the same different speeds and almost the same prices.
The third largest telecommunication company in Morocco is Wana. It appeared to be one of the early Internet service providers in Morocco. It started marketing its internet services representing the brand Wanadoo, that later was converted to Wana. Initially a subsidiary of France Telecom, the company is now controlled by the Moroccan conglomerate ONA, with Zain of Kuwait holding about 30% of equity.
The other popular ISPs are listed below, according to www.ostamyy.com:
• MTDS –represents a full service value-added Internet Service Provider licensed by the Moroccan Telecommunications Regulator the ANRT and operating in Morocco since 1993. MTDS is a technology solutions provider to individuals, businesses and institutions in Morocco and the developing world. The company’s offerings span network infrastructure and design, Internet access and engineering services, and development consulting.
• MAGHREBNET – an ISP that was originally formed to address the growing needs of consumers who wished to gain access to the Internet but who could not identify an appropriate ISP. Currently the company delivers a full range of services to include not only Internet access, but also LAN design, cabling, Network Security, LAN equipment, Wireless LAN, Telephony, VoIP, VoWiFi, Network support services, and premise access control.

• L&L Technologies
• SIS Consultants
Internet country code top-level domain (ccTLD) for Morocco is .ma, administered by Maroc Telecom. A local registrar with a local Moroccan company as administrative contact is needed to register an .ma or .co.ma domain name. Further restrictions are imposed on the registering of other second-level domains.
The second-level domains available are:
• ma - general use
• net.ma - internet providers
• ac.ma - educational institutions
• org.ma - organizations
• gov.ma - governmental entities
• press.ma - the press and publications
• co.ma - commercial entities
As for the Internet penetration growth, it has made up enormous 10,343 % surge. So, by now the volume of subscribers in Morocco has reached 33%, with almost 10,500,000 people connected. That may be compared to 0.3 % seen in 2000 or 3% - in 2006. Actually, Morocco is amid region leaders in terms of Internet usage, occupying the third position among Africa Top 10 Internet countries.
Being an emerging market at the crossroads of Europe, Africa, and the Middle East, with imports making up $11 billion in products each year, Morocco also succeeded in developing of different types of e-commerce and offshore businesses. Moreover, its obvious that the e-commerce commitments could promote establish Morocco as a leader in Middle East and North Africa for the further development of electronic commerce.
One of the factors that explain the dynamism of e-commerce in the Kingdom is the strengthening of legal measures dedicated to the protection of personal data under law 09-08, which aims to protect physical persons in the processing of personal data. This bill, passed in January 2009, means that internet users in Morocco can be protected against the abuse of data which could affect their privacy, and brings Moroccan legal provisions in line with those of the EU.
As for the purchasing online, it’s known that over 3 million Moroccans who hold a bank card are now able to use them for buying via the web, mostly owing to technical initiative by the Centre Monétique Interbancaire (CMI).
Whilst the CMI is offering the platform as payment recipient, provision of the electronic payment terminal will be the responsibility of Maroc Télécommerce, the only e-commerce operator currently in the market, whose governing body is essentially made up of banks.
The other companies in the country have joined the new system, such as technology vendor "Microchoix.ma" and online shoe shop "Auderby.ma".
Meantime many businesses are also currently preparing to deploy online payment modules on their sales sites.
Interestingly, a new offshore site at Casablanca, with state-of-the-art technologies and other incentives, has grabbed the attention of many global multinationals. Setting up offshore service centers in the nation has become attractive. Such is the rate of growth, that off-shoring and IT activities are estimated to contribute $500 million to the country’s GDP and employ 30,000 people by 2015.
The year 2009 showed a strong growth in e-commerce sector. The first half of 2009 was also marked by the launch of three major online improvements for Moroccan consumers. The first is an online payment website, run by Maroc Telecom, enabling customers to pay their landline, mobile, and internet bills. The second is a similar site run by Moroccan water supply company Lydec, allowing users to pay their water and electricity charges online. Finally, in the public sector, the Kingdom's General Treasury (TGR) offered citizens the option to pay their taxes online.
Having succeeded in economic development, that let the country to be among the leaders in the region, Morocco has also showed good signs of Internet technologies progress. And, of course, prosperous Internet and related services market has determines success in e-commerce deployment. Fortunately, Morocco is not to stop its advancement, attracting more and more partners and investors.

It was May 2009 and Paris-based Montagnier was scoping out a planned site for an 800-acre hotel resort and museum.
Khouribga and elsewhere in Morocco are home to the world’s biggest known deposits of phosphate, used in fertilizer, detergent, food additives, and more recently lithium-ion batteries. Sold for decades in its raw state for less than $50 per metric ton, it’s currently at about $125, according to World Bank figures.
Algeria acquits ex-Gitmo detainee of terrorism charges
Algeria announced on Friday that a former Guantanamo detainee named Sofiane Hadarbache has been acquitted of terrorism charges. Hadarbache was captured by US forces in late 2001 near Kabul, transferred to Guantanamo in 2002, and held until July 2, 2008, when he was transferred to his native Algeria. At Gitmo, Hadarbache was also known as Abdul Raham Houari and given the internment serial number 70.
Little is known about Hadarbache’s trial. According to the Associated Press, Hadarbache’s “lawyers demanded an acquittal, saying that U.S. officials had determined he didn’t represent a security threat before releasing him into Algerian custody.” Declassified files produced at Gitmo suggest otherwise.

Libya’s President Al-Qaddafi Supports Kurdish Independence
Muammar Al-Gaddafi, president of Libya, said the Kurds have the right to declare independence and everybody including the Arab world should tolerate that, said Hoshyar Zebari, Iraq’s foreign minister.
Al-Gaddafi’s words to support an independent Kurdistan in the Middle East came after he had criticized the lack of will among the Arab nations to be united like the European Union countries.
“We have to be united and respected,” said Al-Gaddafi. “When I say this I don’t mean there are no other nations in the Arab world.“
UN rejects south Sudan calls for peacekeepers
The United Nations on Saturday rejected calls by south Sudan to send peacekeepers and set up a buffer zone along the country’s tense north-south border ahead of a southern vote on independence next year.
Sudan’s oil-producing south is 66 days away from the scheduled start of a politically sensitive referendum on whether to secede or stay part of Sudan, a vote promised in a 2005 peace deal that ended decades of civil war with the north.
